A 20-year-old Bell River man has been charged with striking an elderly pedestrian near College and Randolf avenues Monday night.
The pedestrian, a 69-year-old man, was sent to an area hospital with injuries that authorities described as life threatening.
Officials from the Windsor Police Department charged the man with failure to yield to a pedestrian.
Legislation has been proposed to increase the fines associated with dooring cyclists and driving recklessly, but the bill has yet to be passed.
